The U.S.-U.A.E. Business Council was pleased to be a supporting partner for the Dubai Business Forum USA, hosted by Dubai Chambers on Wednesday, November 12th, 2025 in New York City. The purpose of the Dubai Business Forum USA was to introduce U.S. companies to the commercial opportunities emerging in Dubai and how to tap into the Emirate’s rapidly expanding economy led by the D33 Agenda.

The D33 Roadmap

  • What it is: Dubai’s 10-year plan todouble its economy by 2033 and strengthen its position as a top global business and trade hub.
  • Core priorities: Expanding foreign investment, growing advanced industries in key sectors (AI, digital economy, clean energy, logistics), and enhancing Dubai’s role as a leading financial center.
  • Concrete goals: The D33 Agenda aims to reach a foreign trade target of $7 trillion and an FDI attraction target of $177 billion over 10 years, creating new avenues for U.S. businesses to access Middle Eastern, African, and South Asian markets via Dubai.
  • Why it matters for U.S. companies: D33 provides a clear roadmap of Dubai’s future growth sectors and drives regulatory reforms that make it easier for international firms to establish and scale operations.

U.S.-Dubai Relations in Numbers:

The Dubai Business Forum USA highlighted the expanding ties between the U.S. and Dubai, including:

  • $1.9 billion in foreign direct investment (FDI) from the United States into Dubai in 2024.
  • 35% of FDI into Dubai came from the U.S. in H1 2025.
