“Partnership is the essence of our success — when the private sector is the first to alert us of threats, that collaboration becomes our first line of defense,” said H.E. Dr. Mohamad Al Kuwaiti, Head of the U.A.E. Cybersecurity Council, during a discussion on the sidelines of GITEX Global 2025 in Dubai.
H.E. Dr. Al Kuwaiti spoke at a U.S.-U.A.E. Business Council breakfast that convened over 100 senior executives from the cybersecurity and technology sectors on October 16, 2025. - H.E. Dr. Al Kuwaiti updated the audience on cybersecurity’s place in the “U.A.E. Vision 2031” plan to accelerate digitalization and roll out flexible cybersecurity policies designed to align with international standards while encouraging innovation and investment.
- H.E. Dr. Al Kuwaiti thanked long-standing U.S. partners for empowering the U.A.E.’s digital transformation since the 1980s.

- Global Collaboration: The U.A.E. partnered with the U.S. on the International Counter Ransomware Initiative, which exemplifies practical information-sharing across 70 countries.
- The Importance of Human Talent: “Our greatest asset is the talent you bring here. We want the next generation of technology to come from the U.A.E., built by your partnerships,” said H.E. Dr. Al Kuwaiti.
Why it matters:
- The U.A.E. Cybersecurity Council’s 2025 report warns that AI-enabled attacks are rising, requiring smarter, coordinated defenses.
- As the U.A.E. pushes to become an AI-powered economy, cyber security remains a core enabler of digital trust and of its AI Acceleration Partnership with the U.S.
- The U.A.E. has maintained its leading role in cybersecurity through its cybersecurity strategy that leverages public-private partnerships with industry in order to innovate.
